Speaker Emphasizes Need for Debate on Electoral and Governance Systems

Speaker of the House of Representatives, Devraj Ghimire, has said that there should be more discussion on Nepal’s electoral system and form of governance. Speaking at the launch of the book "Nepalma Nirvachan Pranali" (Electoral System in Nepal) by constitutional expert and senior advocate Dr. Chandrakant Gyawali on Saturday, Ghimire stressed the importance of exploring how to make the governance system more effective.

 

He said that the current system has some weaknesses and it's time to openly debate them. According to him, discussions should focus on how to ensure elections are fair, transparent, and inclusive, and how elected representatives can deliver stable and result-oriented governance once in power.

 

“Are the problems, we see today due to the governance system or because of flaws in the electoral system?” Ghimire asked. He also raised concerns about whether the challenges come from weak enforcement of election codes or the way political parties handle the process. He added that majority systems seem attractive because they offer quick returns, but the country needs deeper debate on whether to move toward fully proportional systems or other models.
