Parliamentary Committee Reaches Consensus on Key Provisions of School Education Bill

The Education, Health, and Information Technology Committee of Nepal’s House of Representatives has reached a significant agreement on key issues within the School Education Bill. In a meeting held on Friday at Singha Durbar, committee members resolved long-debated topics related to private school management and early childhood education.


 

One of the main agreements was about private schools. The committee unanimously passed a proposal to gradually transform private schools into institutions that are service-oriented, welfare-based, and non-profit. This aims to ensure that private schools operate more fairly and effectively, focusing on public good rather than profit-making.


 

In terms of early childhood education, the committee decided to set it as a two-year program. It was agreed that local governments can run Early Childhood Development (ECD) centers within schools, as long as they follow national standards. These centers will help young children develop interest in learning and build a positive mindset during their early years.


 

The committee also addressed the issue of existing ECD centers that were operating before the new law. It was decided that local governments will reorganize these centers, ensuring that at least one ECD center is available in every school.


 

Regarding ECD facilitators, the committee introduced special provisions. Those already working in the sector will be allowed to participate in open competitive exams for permanent positions without any age restriction this will apply for the first round of recruitment. Additionally, local governments will decide their salary and benefits. To be eligible, candidates must have completed Grade 12.


 

Committee Chairperson Ambar Bahadur Thapa provided these details and confirmed that the committee will meet again on Saturday, with the goal of finalizing and passing the bill.
