Election Day: Essential Vehicles Allowed Without Permit

Election Commission of Nepal has said that vehicles carrying essential goods such as drinking water, milk, fruits, vegetables, fish, meat, and petroleum products can operate on election day without a permit.

According to the Vehicle Permit Procedures 2082, vehicles used for telecommunication, water supply, electricity, sewage maintenance, and hospital services (for transporting doctors and health workers between home and hospital) also do not need a permit on March 5.

However, the Commission has suggested to Government of Nepal that such vehicles should be used only by the concerned users and should not carry unrelated passengers.

Similarly, no travel pass is required for vehicles carrying passengers going to or coming from airports for international or domestic flights.

Vehicles carrying pregnant women, women who cannot walk, women traveling with their own children, women with disabilities, physically challenged people, and elderly voters who cannot walk, along with one helper, can also move without restriction.

Vehicles of diplomatic missions with “CD” number plates, vehicles used by observers holding identity cards issued by the Commission, vehicles used for monitoring by the National Human Rights Commission of Nepal, and media vehicles with press passes will also operate normally.

An integrated vehicle movement desk has been set up at the Commission office with representatives from the Ministry of Home Affairs (Nepal) and the Election Commission to monitor vehicle movement on election day. Vehicle passes issued by the District Administration Offices of District Administration Office, Kathmandu, Bhaktapur, and Lalitpur are being distributed through this desk.
