Amid growing calls to ensure the voting rights of millions of Nepalis living abroad, the Nepal Policy Institute (NPI) has submitted a nine-point policy recommendation to the Election Commission, proposing the introduction of external voting systems.

 

The proposal, titled “Arrangement of Voting for Nepali Citizens Living Abroad, Upcoming Elections and Possible Measures Thereafter,” was handed over to Election Commissioner Januka Tuladhar, other officials, and Secretary Madhav Panta.

 

The NPI recommended adopting a mixed model, including direct voting at embassies, postal ballots, and I-voting (internet-based voting), drawing inspiration from Mexico’s 2024 and the Philippines’ 2025 elections, where similar systems were implemented.

 

NPI Chairperson Dr. Khagendra Dhakal stated that the government must ensure equal voting opportunities for Nepalis abroad, emphasizing that technological tools can help protect their democratic rights.

 

He explained that e-voting allows ballots to be cast electronically at designated embassies or polling stations, while I-voting enables secure online participation from abroad, making it a more inclusive and modern approach.
