Pradeep Paudel has pledged universal health insurance coverage and plans to develop Kathmandu-5 as a medical hub by expanding major hospitals and strengthening healthcare services.

Nepali Congress candidate from Kathmandu Constituency No. 5, Pradeep Paudel, has pledged to build an accessible, affordable, high-quality, and technology-friendly healthcare system.
Through his election manifesto made public on Monday, Paudel committed to ensuring universal enrollment in health insurance and restructuring it into a nationally prestigious program based on citizens’ contributions, while also expanding the scope of services.
He stated that necessary policies would be formulated and implemented in proper coordination to create an environment where citizens can confidently access treatment when they fall ill.
The manifesto reads:
“Universal enrollment in health insurance will be ensured, and the healthcare system will be modernized by integrating advanced technology to make it more organized, accessible, and affordable. The health insurance program will be restructured into a nationally prestigious initiative based on citizens’ contributions, and the range of services will be expanded. Necessary policies and effective implementation will be coordinated to ensure citizens can seek treatment without fear or financial burden.”
Paudel also stated that Constituency No. 5 would be developed as a medical hub in close collaboration with private hospitals.
He pledged to further expand the service capacity of central hospitals within the constituency, including Tribhuvan University Teaching Hospital, Shahid Gangalal National Heart Centre, Kanti Children's Hospital, and Nepal Police Hospital.
The manifesto further states that coordination will be strengthened with health structures at all three levels of government to continue organizing free health camps and expanding public awareness programs promoting healthy lifestyles. It also mentions collaboration with local governments to establish urban health promotion centers and further strengthen them with necessary manpower, equipment, and medicines.
