Balen Shah Unveils Manifesto for Jhapa-5, Vows Strong Anti-Corruption Stand

For the upcoming House of Representatives election on Fagun 21, Rastriya Swatantra Party candidate Balen Shah has unveiled his manifesto in Jhapa-5.

 

While making public his commitments, he said he would stand firmly in Parliament against corruption and irregularities. He pledged to strongly raise Jhapa-5’s development issues in national policy and budget discussions and to coordinate with ministries to effectively monitor federal, provincial, and local development projects.

 

Shah committed to continuously voicing local concerns in Parliament and ensuring transparent and timely implementation of agreements between the Government of Nepal and relevant stakeholders. He also vowed to ensure that citizens receive basic rights guaranteed by the Constitution, including food, housing, health, education, drinking water, employment, social security, and a clean environment.

 

His manifesto includes establishing a parliamentary secretariat in Jhapa-5, promoting skill-based education programs similar to those implemented in Kathmandu Metropolitan City, rebuilding the historic Tribhuvan Library in Gaurigunj as a digital research center, and completing key infrastructure projects such as the Damak–Rabi–Chisapani road.

 

He also proposed expanding irrigation projects, introducing a labor bank concept in each municipality, promoting women’s access to agricultural loans, simplifying citizenship procedures through the mother’s name, and launching employment programs for persons with disabilities and single women.

 

In health, Shah pledged to ensure free treatment for poor and helpless patients, upgrade Damak Hospital to a 300-bed facility, and strictly implement provisions reserving 10 percent of hospital beds for disadvantaged patients.
