Speaker Dol Prasad (DP) Aryal has said that public participation, practicality, and coordination among the three branches of the state are essential in the law-making process.
Speaking at an event organized by the Former Parliamentarians’ Forum, Speaker Aryal emphasized that laws should be made according to the country’s geography, the level of public awareness, and practical needs. He also raised concerns over the lack of sufficient consultation with the people who will actually use or be affected by the laws, stating that “citizens who are expected to follow the law often do not even know what kind of laws are being created.”
He noted that impractical laws can force citizens to comply with regulations that do not reflect their real circumstances. As examples, he mentioned legal provisions related to driving licenses, education, and marriage. According to him, making laws that label two-wheelers as unsafe while ignoring citizens’ economic realities is problematic.
Speaker Aryal also remarked that it is worrying when laws create unnecessary difficulties for citizens who rely on driving licenses to support their families. He stressed that serious study of society’s actual conditions, citizens’ needs, and the capacity for implementation should be conducted before laws are enacted.
He further stated that citizens will not receive the services and good governance they expect unless the legislature, executive, and judiciary work in harmony, both in “spirit and speed.” Aryal added that intent is the most important factor in law-making, saying that if the intent is clear, resources, policies, and implementation can naturally become more effective.
