Under new election guidelines, government-paid employees and individuals involved in serious criminal cases are ineligible for PR candidacy in the March 5 House election.

Under the House of Representatives Member Election (First Amendment) Guidelines–2082, individuals drawing salaries or wages from institutions funded by the federal, provincial or local governments will not be eligible to be included in party PR lists.
The revised rules also disqualify those charged with serious offenses such as corruption, rape, human trafficking, drug smuggling, money laundering, passport misuse and abduction.
In addition, candidates convicted of any crime will be considered ineligible if two years have not passed since the completion of their sentence.
The guidelines further state that PR candidacy will be automatically cancelled if a listed individual is convicted of a criminal offense, sentenced to life imprisonment, or handed a 20-year jail term, once the verdict becomes final.
