Lack of Uniformity Seen in Laws Enacted by Three Levels of Government: Committee

The National Assembly’s Legislation Management Committee has concluded that there is a lack of uniformity among laws enacted by the federal, provincial, and local governments.

 

The conclusion was reached during a committee meeting held at Singha Durbar on Tuesday. The committee had earlier conducted studies on lawmaking and implementation in Sudurpaschim and Bagmati provinces, as well as their respective local levels.

 

Committee Chairperson Tulsakumari Dahal said the conclusion emerged during discussions on the draft report of a study on the status of lawmaking at provincial and local levels. She stated that the study examined legislative procedures at provincial and local governments, matters under exclusive jurisdiction, and the processes through which provincial assemblies, rural assemblies, and municipal assemblies pass bills.

 

According to her, while some local levels were found to have drafted laws as model examples, many essential laws are still yet to be enacted. She also pointed out that there is a lack of consistency between laws formulated by the federal and provincial governments. Dahal added that the committee plans to finalize the report incorporating members’ suggestions and seek discussion on it in the National Assembly.
