The government has agreed to engage with a controversial 27-point agenda put forward by the Rastra, Rastriyata, Dharma, Sanskriti Ra Nagarik Bachau Mahaabhiyan–Nepal, led by Durga Prasain. The agreement was signed by Communications and Information Technology Minister Jagdish Kharel, who led the government’s negotiation team, and Mahaabhiyan coordinator Prasain.

The demands call for sweeping political and constitutional changes, including scrapping the current Constitution, restoring the monarchy, and introducing a directly elected executive prime minister. The group has also sought loan waivers from banks and financial institutions and called for an economy and trade system led solely by Nepalis.

Key proposals include declaring Nepal a Hindu state rooted in Sanatan Vedic traditions while recognising Buddhist and Kirant traditions under a constitutional monarchy. The group insists that such changes be decided through a national referendum.

The agenda also seeks the abolition of federalism, restoration of the previous administrative structure, and nationalisation of banks and financial institutions. The Mahaabhiyan had submitted its demand letter to the Ministry of Home Affairs on November 12, leading to the agreement.
