A new report by Human Rights Watch (HRW) reveals that Nepalese security forces used disproportionate force during the Gen Z protests on September 8–9, firing live ammunition even when there was no immediate threat. Eyewitness accounts, injured protestors, medical personnel, and multiple videos confirm that many victims were uninvolved or fleeing when targeted.

During the first day of protests in Kathmandu, 17 people died, while two others were killed outside the valley. The following day, acts of violence, arson, and mob attacks claimed additional lives, including six who perished in a supermarket fire.

HRW links the protests to rising youth frustration over corruption, inequality, weak governance, and persistent impunity for past human rights violations. The movement, largely spontaneous and leaderless, saw some organized violent acts allegedly by political groups.

The report highlights that security forces often fired without warning, blocked medical teams, attacked ambulances, and delayed treatment for the injured, worsening casualties. Incidents of police lathi charges inside hospital premises and close-range shootings of unarmed protestors and journalists were also documented.

HRW’s findings raise serious concerns over the use of force and human rights protections during the Gen Z movement in Nepal.
