A fresh controversy has emerged after the House of Representatives passed the Civil Service Bill, which includes a two-year cooling-off period barring retired civil servants from being appointed to constitutional or diplomatic posts.
The issue arose after it was discovered that unauthorized changes were made to the bill before it was sent forward. A new clause—Section 5(a)—was reportedly added under Clause 82 (4), sparking public outcry and internal disagreement among lawmakers.
In response, Ramhari Khatiwada, Chairperson of the State Affairs and Good Governance Committee, has formally requested Speaker Devraj Ghimire to launch an investigation into the matter. Speaking to the media at Singha Durbar, Khatiwada said that anyone found guilty of tampering with the bill's contents should be held accountable, including himself if necessary.
“The parliament is the supreme law-making body. Any wrongdoing in the lawmaking process must be investigated,” Khatiwada said, expressing concern over the alleged manipulation of the bill.
Due to the controversy, the committee scheduled to discuss the bill on Tuesday could not hold its meeting. The bill, which was passed by the lower house on Sunday, is now awaiting review in the National Assembly (Upper House).
Lawmakers and observers are calling for a fair and transparent inquiry to restore public trust in the legislative process.
