Tribhuvan University will now grant official leave (Kaaj Bida) only for appointments made by the Cabinet or the President, aiming to reduce academic disruption and financial burden.

Tribhuvan University (TU) has decided to strictly limit the granting of ‘Kaaj Bida’ (official leave) for professors and staff.
From now on, TU will only allow such leave if the appointment comes directly from the Council of Ministers or the President of Nepal. The university's Executive Council made this decision after noticing that many professors were taking leave for jobs in provincial governments, municipalities, rural municipalities, and other organizations, which disrupted regular teaching and learning activities.
“We have decided not to give Kaaj Bida unless it’s through the cabinet or the President,” said Vice-Chancellor Prof. Dr. Khadga KC.
As per the TU Staff Rules of 2050 BS, university teachers and staff could previously be sent on deputation to other university departments or even outside organizations, both government and non-government. Now, TU is enforcing stricter control on this rule.
One of the main reasons behind this move is the financial burden on the university. When permanent professors leave for outside jobs, TU is forced to hire temporary or contract-based teachers to fill the gap, which increases costs.
